On 26th February 2025, North East Network (NEN), in partnership with the District Legal Services Authority (DLSA), West Khasi Hills District (WKHD), organised an interface meeting to equip communities with knowledge of various legal protections and entitlements available to marginalised groups, including women and children. It also created awareness of schemes for child-friendly legal services, the Protection of Children from Sexual Offences (POCSO) Act, 2012, and the Juvenile Justice System.
The interface featured an insightful address by Ms. V. Kharnaior, who highlighted the role of the National Legal Services Authority (NALSA). She emphasised that children in conflict with the law are not treated as adult offenders. Instead, these cases are processed through the juvenile justice system, which prioritises rehabilitation over punishment, aiming to help young individuals learn from their mistakes and reintegrate as responsible citizens.
Ms. Kharnaior also spoke about the free legal aid services offered by the DLSA, with dedicated lawyers who volunteer their time and expertise without any expectation of payment. To extend these services to the grassroots level, Para Legal Volunteers (PLVs) have been appointed in marketplaces and block offices, where they provide basic legal information and guidance.
The meeting also addressed other critical legal frameworks impacting children and women, including the Prohibition of Child Marriage Act, 2006, and the Protection of Women from Domestic Violence Act, 20025, underscoring the importance of community awareness in upholding rights.
